Frequently asked questions situation Ukraine and Russia

Given the current situation in Ukraine and the rapidly following developments, we have listed the most frequently asked questions and answers. The fact that many Ukrainian and Russian seafarers are employed on ships means that this situation may affect your insurance solutions with Anker Crew Insurance.

Are Ukrainian seafarers insured?

Yes, neither our coverage nor our coverage area has changed.

Are Russian seafarers insured?

Yes, neither our coverage nor our coverage area has changed.

Are Ukrainian and Russian seafarers insured while travelling to and from the ship?

Yes, our coverage/coverage area has not changed.
Please note, as a Dutch insurer, we are not allowed to insure claims related to war and civil commotion. This means that claims resulting from armed conflict are excluded from coverage.

Are seafarers insured if they are injured or killed by armed conflict?

As a Dutch insurer, we are not allowed to insure claims related to war and civil commotion. This means that claims resulting from armed conflict are excluded from cover. Also when seafarers are travelling to or from the ship.

Repatriating to Ukraine or Russia

It is currently almost impossible to repatriate seafarers to Ukraine and Russia. Therefore, Anker Crew Insurance reimburses the cost of repatriation to a country within Europe. In this, we follow the guidelines of various P&I Clubs and recommend changing the final destination of the contract through an addendum to the employment contract.

Is a request for repatriation home, before contract expiry, due to the conflict between Russia and Ukraine, covered by insurance? Also if the reason for repatriation is the loss of a family member.

Repatriation because of medical necessity of the seafarer himself or because of medical necessity or death of family member is insured. Other causes are not.
See also article 25.4, article 26 and article 28.1 of our terms and conditions.
Repatriation requests following war and civil commotion are not covered.

The seafarer is, according to agreed addendum, repatriated to an EU country. The seafarer decides to depart independently to Ukraine from that EU country. Is this voyage insured?

Assuming the repatriation is then also on medical grounds (see question 6).
If there is cover for medical expenses in the home country due to an incident on board then the cover continues. If there is no cover for medical expenses in the home country then the cover stops at the place agreed in the addendum.

If a seafarer needs further recovery and rehabilitation at home after medical treatment. But cannot travel to the home country. Will all expenses be reimbursed during recovery?

This will depend on the situation and the covers taken out. If such a situation arises, please contact us.

Who pays any healthcare costs for Ukrainian seafarers during leave in the Netherlands?

These costs are not covered by our coverage.
The Dutch government has created a subsidy scheme for this purpose. Via the CAK, the healthcare provider can apply for the ‘Subsidy scheme for medically necessary care to the uninsured’.
